Met Veilig Ontwerp en Beheer baseren we ons op criminologische theorieën zoals het rationele keuzemodel, de situationele aanpak en gelegenheidstheorie, die er van uit gaan dat criminaliteit en gevoelens van onveiligheid kunnen worden bestreden door veranderingen aan te brengen in de fysieke en sociale omgeving. Centraal hierin staat het CPTED model (Crime Prevention Through Environmental Design). In Nederland kennen we op basis van deze literatuur ons eigen handboek:
